Is Vermont Really That Unique?

There is a growing culture of government surveillance at a local level.  Even in relatively small municipalities and states like Vermont.  If in “Vermont police request hundreds, possibly thousands, of search warrants every year, and there is virtually no oversight for the process”, one has to ask how about in larger jurisdictions where there are probably better excuses to implement invasive and undemocratic technologies.
